The following was true only for the previous unextended ovus (or when distance is not specified), it is no longer true when distance is bigger than the bottom radius:
Whenever the top radius is bigger than twice the bottom radius, the ovus degenerates into a sphere with an offset center. There are a lot of variations in the shape of the ovus.
As it is more complex now, I wonder if that sentence should be removed. It is not very important.
I would rather stress that distance must be greater or equal to bottom radius, and radius must be greater or equal to half the sum of bottom radius, top radius and distance.
Also, the default radius is twice the greatest of bottom and top radius (as already stated on the first picture): the current text is focusing on bottom radius.
